A man is found, more dead than alive, off the west coast of Africa by a British frigate of the West Africa Squadron. He speaks no English so is taken to Freetown and the Royal Navy base where by chance a Colonial Officer is visiting. The story he tells has far-reaching consequences when it gets to London, and involves the French and their continuing Colonial ambitions supporting a tyrannical King of a small African country to subjucate a number of other, neighbouring, countries. The problem is passed to the Admiralty and Admiral William Channer wastes no time in sending for his old friend Giles Courtenay, now a full Admiral, Courtenay is asked to lead a squadron to prevent any further ambitions this King has and to restore Countries he has taken to their lawful Rulers. His flagship is a brand-new ship-of-the-line which the Admiralty have named.....Seagull. Courtenay deals with the matter in his own direct fashion with the support as ever of his friends, and with Edward Courtenay commanding the latest and largest steamship to enter Service, and Timothy Courtenay, now a Captain, in command of the Marine contingent on board HMS Sandpiper, both of whom become heavily involved in what follows.
