What do you do when prominent people are being kidnapped and one gets murdered? You bring in Department 89

A radical left-wing group of German students jokingly draws up a theoretical hit-list of extremely wealthy individuals in Germany. A list that includes prominent businessmen and politicians. It isn't long though before the 'harmless' joke becomes lethal reality, when the list is hijacked by those with a more deadly agenda. Kidnapping those on the list, they say they want to redistribute wealth to the poorest in society.

But when one of the victims is murdered by the group, the government decides that extreme measures are now required. The victim was a close boyhood friend of Hans Unterwald, the chief of staff to the German Chancellor. And he is not going to let the death of his friend go unpunished. A court of law is not enough to satisfy his thirst for vengeance.
