The reappearance of notorious "Skin" Halloran in England alerts Hodge of the Foreign Office to a terrorist attack. Hodge calls in Commander Shaw of 6D2 to investigate, and Shaw soon finds himself embroiled in a conspiracy involving Arab terrorists and the threat to blow up an oil refinery.
