This time out, Lockington is caught in one of the last skirmishes of the Cold War as he finds himself hot on the trail of a Soviet defector in Youngstown, Ohio. Before going into hiding in Youngstown, former high-ranking general Alexi Fedorovich wrote The Wheels of Treachery, in which he claims that Glasnost/Perestroika is a hoax designed to relax NATO's defenses and details an imminent Soviet invasion of the West.

A military biographer hires Lockington to track Fedorovich down, but Lockington and his live-in lover Natasha (a former agent herself) are skeptical--after all, the Cold War is over, isn't it? But as the corpses of Lockington's leads begin to pile up, it becomes clear that all is not as it seems in this disorderly new world order.
