Josh Ladd noticed some suspicious actions by two men even before they all boarded a ship for a cruise down the Pacific Coast to Baja California. But even he missed seeing one man slip something into Josh's luggage. This sets up a shipboard mystery which is complicated because the school bully, Kamuela "King" Kong is also on the same ship.
Josh and Tank decide to solve the mystery but their investigation unknowningly entangles them in a smuggling operation that threatens world peace. Kong's threats also trouble Josh, but he is in greater jeopardy from one of two mysterious strangers who has hidden something in Josh's bags and seeks to recover it.
