Emma desperately wants a puppy but it's out of the question because during the day she's in school and both of her parents work. It won't be fair to leave the puppy alone all day, her parents told her. Still determined, she takes all 98 pennies out of her elephant bank, and starts out early in the morning to go to a pet shop with the intention of buying a puppy. She ends up with what she thinks is a little green lizard. Well, the lizard, named Fair, grows and grows and eats and eats. Eventually Fair become a big, fire breathing dragon. Now what?
