In early 2032, President Rebecca Sweeny is busy combatting militant Islam and a resurgent China when Vice President Martin Halliday resigns, leaving her no good option but to elevate Secretary of State Guy Pearle into the vacancy. At the behest of media mogul Malcolm Rutherford, Martin files to run in November with liberal firebrand Frances Brewer as his running mate. For the first time in American history, the opposition establishes a shadow cabinet to vie for control of the country.

Rebecca's opponents, including many key cabinet officials, launch a relentless campaign of false and inflammatory stories to undercut her at every turn. The leaks and lies take a toll as the president faces a slow-moving insurrection that wreaks havoc domestically and internationally.

With a limited record of domestic and foreign policy accomplishments and a weak party organization, Rebecca and Guy struggle to persuade the public that freedom is better than free money. They face a skeptical electorate torn between radically different visions of the nation's future.
