When a nurse reports a sudden increase in fatal strokes among otherwise healthy black adults, FBI agent Robert Cavanaugh suspects that a fringe hate group may have bio-engineered a weapon to decimate the black population. Cavanaugh is in a race against time to stop an epidemic and a race war.
