Kipper the dog puts on a green and red stripy scarf and gets terribly excited about snow. But his friend Tiger (who, for the uninitiated, isn't actually a tiger, but another dog--probably a terrier), isn't so keen on the cold white stuff. Tightly wrapped in an assortment of warm woolly clothes, Tiger repeatedly tells Kipper that, as there's a warm wind coming, the snow won't last. But Kipper keeps trying to make Tiger play, and eventually succeeds--in the most unexpected way. And the snow does last.
