Simon Bognor, series protagonist and special investigator for the Board of Trade, visits Scarpington, England, to ascertain the nature and origins of representative middle-class economic values. What he finds there, however, startles his sensibilities: the Artisan's Lodge, an apparently austere and admired club of privilege and influence, provides cover for well-organized sex games, ruthless business takeovers, and perhaps even murder.
