Henry Culver retired from the CIA, disgusted when they used his technical skills as a front for an assassination. Finding work with local law enforcement in a sleepy suburb of Washington, D.C., Culver thinks he has chosen the right path and that his spook days are behind him. But when he's assigned to find a sadistic psychopath who tunnels underground to get at his victims, Culver is faced with some pretty dangerous questions.
