Now that Liverpool has been announced as European City of Culture the property sharks have moved into town bringing with them an intense competition for old buildings. The murder of a tramp who turns out to be one of those speculators sends a shock wave through the city and Johhny Ace is hired to protect the girlfriend of the murdered man.
