While trying to stop a Nazi super-submarine from attacking his hometown of Miami, O.S.S. Agent Jeff Delembre was captured and given an experimental treatment that began turning him into a shark-man hybrid. Prior to his capture, Jeff had warned the US Navy of the coming attack. Thanks to his warning, the Navy was able to sink the submarine before it reached the coast.

While the submarine was destroyed, Jeff, and five other hybrid monsters escaped from the massive vessel. Prior to losing his mind and becoming feral, Jeff had managed to kill the creature known as Leviathan when it attacked his family. While Jeff had managed to save his family, he lost his humanity in the process.

Now with four other monsters attacking people and ships along the East Coast, the joint O.S.S./Naval research ship known as the Ark is trying to capture Jeff in order to restore his human intellect. To help them with this task, the O.S.S. has recruited the Vatican operative known as Agent 666. The enigmatic agent claims to have a demon bound to him whose power he can call upon. The caveat to Agent 666’s power is that if he strains himself too hard, the demon will take control of him.

Sea monsters engage in horrific attacks, a shark-man battles a demonic operative, a wife and son hope for the return of their loved one, all as the government ponders releasing a weapon to destroy these threats that might be more dangerous than all of the other creatures combined!
