A mysterious criminal organization known to the underworld as The Management, have engaged an American hit-man - Kepple- to terminate certain wealthy businessmen who have stepped out of line. But when Chief Superintendent Lomax comes to investigate he finds there is no record of Kepple's birth or any kind of official records, save those of a series of well-planned and brilliantly executed that have taken place in every country of the world. The soul-shattering truth is only suspected by Lomax's young assistant -Inspector Hargreaves- who is ridiculed by his superiors. As the violence escalates it becomes clear that Man has created Kepple after his own image.
