Ex-defence lawyer Duncan Mantell regularly visits Norfolk Island in his capacity as Australian government clerk. On one such visit he is approached by a man called Jack Ward, who supposedly knows him, although Duncan cannot place either his face or name. Jack tells Duncan that his second cousin, Ross Childs, is in fear of his life after two "accidents", and he asks Duncan for his help. When Ross fails to return from a coach trip, Duncan investigates his disappearance with the help of fellow hotel guest, Jabal Jarrett.
